The evidence regarding this subject is clear and overwhelming: It has not been difficult to make a compelling case for the reality of UFOs per se. What is a greater challenge is elucidating the architecture of secrecy related to UFOs (see the exposition of this matter contained in the paper entitled "Unacknowledged" by this author). But the greatest challenge is explaining the ‘why'. Why all the secrecy? Why a ‘black' or unacknowledged government within the government? Why hide the UFO/ET subject from public view?

In the middle to late 1970s, several individuals, mostly associated with the group Citizens Against UFO Secrecy (CAUS), used the Freedom of Information Act (FOIA) to compel various U.S. government agencies to release their files on the UFO phenomenon. The FBI, the National Security Agency (NSA), and the CIA eventually complied with the law and released documents relating to UFOs, although the NSA did so only after a lawsuit was filed by CAUS. In addition, with the help of FOIA, the air force was forced to make available UFO documents which it had collected or produced after Project Blue Book closed in late 1969.

These documents do not contain a smoking gun to prove that the U.S. government has a secret UFO project. They did show that many agencies had an ongoing interest in the UFO phenomenon that was often independent of the air force’s UFO project, and that the interest continued after it ended.

The New Bogus Majestic-12 Documents

Recently, a large batch of additional "Top Secret Majestic Documents" have emerged, provided by another UFOlogist named Tim Cooper, who claims he obtained them from several covert sources. Their authenticity has been endorsed by Robert Wood, a respected, retired McDonnell Douglas scientist and his son Ryan. (Wood is a member of the nine-person Executive Council of Peter Sturrock's Society for Scientific Exploration.) Based on the Woods' assessment, wealthy Silicon Valley software expert Joe Firmage, who recently revealed his conviction that some UFOs are extraterrestrial visitors, also endorsed Cooper's documents in mid-1999.
