Black, rectangular with bubble-like protrusions like if a basketball were cut in half and placed up and down the side of the object . (I could only see one side of the object)

I could see it very well in broad daylight but could probably cover it with three or fingers.

I was in a car overlooking a cove in a beach town. This was right over the ocean near shore and seen by many beachgoers.

I saw a black rectangular object hanging stationary in the air for approximately ten minutes.

This was in broad daylight at around 1 or 2pm. The rectangle had protrusions all over the side of it like half basketballs. (I could only see one side of the object) The rectangle was not hanging flat but rather perpencidular. My attention was diverted for about ten seconds and when I looked back up the object moved high up in the air to just the size of pinprick. I'm not saying this was a "ufo" but I had never seen anything like it before and someone called in to a local radio station reporting it as a ufo. There was no source of propulsion or noise. The only thing I can think is this might've been a balloon of some sort. Has anyone heard of a black, rectangular balloon?

Can sighting be explained as any conventional man-made or natural object?

If it was man made it had to be a balloon of some sort. Did not look like a ballooon but was rectangular. Could it be a new kind of weather balloon?
